too much manure or you can have too much organic matter and this can be bad for certain vegetables or other plants.   For example, pepper plants don't like too much nitrogen and lavender likes a sandy less organic soil.  If you grow wild flowers to much organic matter can be an issue as well.  However, for crops like tomatoes I think using cow manure before planting is the way to grow great plants.
